In the case of the former Yugoslav Republic of Bosnia-Herzegovina, it is inappropriate for the powerful states that control UNHCR1 to speak of preventive protection when their foreign policy had more to do with geopolitical objectives than with finding a solution that could have realistically helped avert the war.
