This article explains the problem of repatriating Rwandan refugees. The study takes a socio-historical approach and attempts to demonstrate that the Rwandan tragedy is first and foremost a power struggle. It also shows that the voluntary return of some refugees does not mean that they are out of danger. This phenomenon is justified by the economic reasons prevailing in the host countries, as well as by the socio-cultural factors that characterize the African people.
